Hey guys what army could i use these models for in warhammer fantasy

If there the right scale empire would be the best fit.

If you are willing to do an entire army of conversions, based around a Roman theme, I would almost go Lizardmen. These guys would make great Saurus, BUT you would have to do the entire army, not just shove them in.
Would be sweet, though.
Light infantry with pilums=Skinks
Elephant with Hoodah= Stegadon
Could even bring in Roman mythology with Cyclop Kroxigors.
Slaan, Salamanders, etc, you could go nuts,

Yeah, that would be sweet, and a lazy emperor eating grapes and being fanneed by concubines for your slann!

yea that right the only problem i think i would run into is how do i convert a lizard and roman model together

You dont you use all roman models and they all just counts ass there corosponding things in the lizard codex as per what mike was saying.

o i see so i should use empire models but use lizzard codex

You should use ROMAN models, from various sources, and use the Lizardman codex. I think if you had any empire models in the army and you were using the Lizzies codex it would be even more confusing.

my biggest concern is that is tornoment ready

While being an elite army, I think elves would be to squishy for Roman feel. And a bit on the fast side as well.
I think you want a higher armour, stronger, tough leadership(well drilled) feel for units like Legionnaires, while skinks will give you what you need for the lighter troops. Skink javelins for pilums is awesome(personally)
Also, GW has a Warhammer Historical game, the models for which would be GW tourney legal as well.

Yes, but if you go that way, you're going to have to go all the way. If you just add a random Roman unit to an army, it will just look weird and be confusing for your opponent.

Sure. Unless you are building them for an official GW run event like a Grand Tournament. Adepticon, Feast of Blades, Tacticon and Ghenghis Con are VERY liberal with their counts as rulings. Colorado is a great state to be in for that. At Tacticon fantasy last year, a guy had his entire Trolls army using Warmachine trolls from Privateer. I'm sure you could, if well and clearly modelled, use any properly sized Roman models as counts-as Lizardmen.
