Does the experience given at warband creation allow the xp 20 and xp 8 Hero's to take skills based on the black box levels that are thereby checked?

nope, the xp that the heroes come with does not give them any benefits.

Alright mordheimers here's some additional rules and info:
We are running rules from the mordheim book, and faq from mordheimer.com
You may play as many warbands as you wish, but you need to have a main warband for the campaign. This warband is to be played only against other members of the campaign who have signed up here and who have played a game on wed (so no playing against your imaginary friend). You can play against anyone anytime (not just wed) as long as your main warband is fighting against another members main warband. Have a spare warband to play against friends who aren't coming on wed or against other peoples alt. Warband. You may play one game with your main warband vs anyone's main warband once between Wednesdays.

This will keep us all honest and keep the relative power levels of the warbands closer.
