This came up while I was playing a gentleman at Gatorcon, and since he is on the forums I that it wise to place it here. I also think its how the Westminster club play it.

p102 under 'Issuing a Challenge' 2nd paragraph 2nd sentence wrote:
If he does not have a suitable model IN THE FIGHT, a challenge cannot be issued.
So, if you can't attack because you aren't in base to base, you can't issue. Keep in mind that you can move a character model after the charge.
You can ACCEPT from anywhere in the unit, however.

Also, something I didn't know, champions who do not accept challenges stay in the front rank.

Intresting never had this come up for me because i dont use alot of heros that i want in challenges. but good to know.

Generally a character can always issue a challenge. Yes, they have to be in the fight but you can move characters at the start of the combat. See the "Make Way!" rule in the Characters chapter.

Correct, but if you don't move them into combat, they can not issue.
